NAKASEKE – General (Retired) Caleb Akandwanaho, widely known as Gen. Salim Saleh, has praised officers under Operation Wealth Creation (OWC) for their unwavering efforts in transforming Uganda’s economy through community empowerment and agricultural modernization.

Speaking at Kapeeka Industrial Park in Nakaseke District, Gen. Saleh — who also serves as the OWC Chief Coordinator — expressed deep appreciation for the officers’ role in helping Ugandans shift from subsistence farming to sustainable, income-generating ventures.
“I want to take this moment to extend my heartfelt thanks to each one of you for the exceptional work you’ve done as agents of Operation Wealth Creation,”
Gen. Saleh said during the meeting.
According to close sources, Gen. Saleh has relocated back to Kapeeka after spending over four years stationed in Gulu. His return marks a symbolic homecoming to one of Uganda’s fastest-growing industrial zones, which has been at the forefront of OWC’s success stories.
The retired general noted that OWC’s efforts have not only transformed livelihoods locally but also sparked international conversations on wealth creation, positioning Uganda as a model for community-based economic development.

“Your contributions have ignited a vital international conversation on the issue of wealth creation, becoming a central theme of discussion over the past 12 years. I commend all who embarked on this journey with us and those who have joined along the way,” he said.
Gen. Saleh further emphasized that while some outcomes of OWC initiatives may not be immediately visible, their long-term impact continues to change countless lives across Uganda.
“Even though the results of your dedicated work may not always be immediately apparent, I assure you that they profoundly influence countless lives,” he remarked.
The Kapeeka meeting also provided a platform for officers to share best practices on how to align OWC programmes with Uganda’s broader socio-economic goals. During the session, Gen. Saleh received a detailed briefing on outcomes from the recent retreat at the National Leadership Institute, Kyankwanzi, which reaffirmed the government’s commitment to continuous improvement and collaboration among stakeholders.
Gen. Saleh’s return to Kapeeka is expected to reinvigorate local industrial and agricultural projects, further cementing the area’s role as a hub for Uganda’s economic transformation under the OWC framework.
